Abstract:

HHS Staff Analysis: S. 212

In considering amendments to programs such as Medicare, Medicaid and Schip, it is Important to be mindful of the fundamental differences between them and the public health programs such as IHS. Public health programs generally have limited funds, but broad direction as to how those funds may be used. Medicare, Medicaid, and SCHIP, on the other hand, guarantee payment of covered services for covered individuals, but limit both the type of benefit and the categories  of individuals for whom those benefits are available.
