Abstract:

This document is a companion to the Self-Assessment and Planning Guide: Developing a Comprehensive Financing Plan which addresses seven key areas for the development of comprehensive and strategic financing plans. The document presents examples of effective financing strategies for each of the seven areas discussed in the Guide, based on information gathered through sites visits and telephone interviews with communities identified as having effective and/or promising financing strategies. It is a technical assistance document to assist stakeholders to identify strategies that might be implemented or adapted in their own states and communities. As stakeholders use the Guide to craft a strategic financing plan, the document can be used to identify and learn about specific strategies in each area that have been found to be effective in other states and communities.
While all seven areas are important components of a strategic financing plan, it is not necessary to move sequentially through the seven areas. Readers can review the table of contents to find strategies in specific areas of interest or need. The document is designed to serve as a compendium of strategies and can be used as reference resource as states and communities are designing and implementing strategic financing plans for systems of care.
