Short Abstract: 

I am pleased to provide you the enclosed copy of the Department of Health and Human Services' (HHS) "Policy on Consultation with American Indian and Alaska Native Tribes and Indian Organizations," Which was issued on August 7, 1997. -we are proud of the relationship between our Department and the Native American Community and hope that this new policy will further strengthen that relationship.

As you may know, President Clinton issued an Executive Memorandum to federal departments and agencies entitled, "Government-toGovernment Relations with Native American Tribal Governments." The President's Memorandum reaffirmed the unique relationship between the  U.S. government and tribal governments and directed each federal department and agency to honor this relationship by consulting with tribal governments before taking actions that affect them.
